The Namibian government launched a digital identity project aimed at providing every citizen with a unique digital identity.

The Namibian government has launched a digital identity project aimed at providing every citizen with a unique digital identity. The project was proposed by one of the Namibian scholars in 2015 and was launched in March 2021. The digitalization of national identity and documents has the potential to improve access to public services and reduce identity theft and fraud.

The project is being implemented by the Ministry of Home Affairs, Immigration, Safety, and Security. It involves the issuance of a new type of ID card that contains a biometric chip and can be used to verify a person's identity electronically. The digital identity card is expected to be more secure and convenient than the traditional paper-based ID card, and it could help to streamline government services and reduce the risk of identity theft and fraud.

What is digital identity?

Digital identity is the electronic representation of an individual's identity. It includes personal information such as name, date of birth, and address, as well as digital credentials such as usernames and passwords, biometric data, and other electronic identifiers.

Digital identity is used to verify the identity of individuals in online transactions, such as accessing government services, banking, and e-commerce. Digital identity is becoming increasingly important as more services are moving online and as the risks of identity theft and fraud are growing.

The digital identity project is just one example of how technology and innovation are being used to drive development in Namibia. In recent years, there has been a growing interest in the potential of digital technologies to address some of the country's development challenges. Namibia has a relatively high level of internet penetration, and there is a growing startup ecosystem in the country, with entrepreneurs developing innovative solutions to address challenges such as healthcare, education, and financial inclusion.

As Namibia continues to invest in technology and innovation, it is likely that we will see more projects like the digital identity project in the future. These projects have the potential to transform the way that government services are accessed and delivered, and to stimulate economic growth and job creation. While there are concerns that need to be addressed, the benefits of these projects are clear, and they represent an important step towards a more prosperous and digitally-enabled future for Namibia.

The benefits

The digital identity project is seen as a key step toward the development of Namibia's digital economy. The project could help to spur economic growth and create new job opportunities. It could also help to improve access to financial services, e-commerce, and other digital services. The benefits of digital identity include:

  1. Improved User Experience: Digital identity can simplify the user experience by allowing individuals to access services, applications, and platforms easily and securely. Digital identity enables a seamless, frictionless, and personalized experience for users, which is more convenient than traditional methods.
  2. Enhanced Security: Digital identity provides enhanced security and reduces the risk of fraud, identity theft, and cyberattacks. Digital identity solutions use advanced authentication methods, such as biometrics, to ensure that only authorized users can access sensitive data and services.
  3. Greater Privacy: Digital identity provides greater privacy for individuals, as they can control the information they share with service providers and platforms. Digital identity solutions allow users to choose which information they want to share and with whom they want to share it.
  4. Improved Access to Services: Digital identity can improve access to e-services, especially for those who are underserved or marginalized. Digital identity solutions enable individuals to access financial services, healthcare, education, and government services more easily, which can improve their quality of life.
  5. Better Compliance: Digital identity solutions can help organizations comply with regulations and international standards. Digital identity solutions can provide an auditable trail of user activities and ensure that data is handled in a secure and compliant manner.

One of the main benefits of the digital identity project is that it could help to reduce fraud. Identity theft and fraud are major problems in many countries, including Namibia. With a unique digital identity, it will be easier for authorities to verify a person's identity and prevent fraud. The digital identity card will also be more difficult to forge than a traditional paper-based ID card, further reducing the risk of fraud.

Another benefit of the digital identity project is that it could improve access to public services. With a digital identity, citizens will be able to access government services like eHealth just online more easily. This could include services such as applying for a passport or driver's license, paying taxes, and accessing healthcare. The digital identity card could also be used to verify a person's identity when accessing other services, such as banking or telecommunications.

Social Concerns

However, there are also concerns about the digital identity project. Some people are worried about the privacy and security implications of having a unique digital identity. There are also concerns about the cost of implementing the project, and whether it will be accessible to all citizens, particularly those living in remote areas.

There is currently no global Standardization for digital identity, which can lead to interoperability issues between different systems and services. Relying solely on digital identity can create a single point of dependence on technology, which can be problematic in case of a system failure or a cyberattack.

Facial recognition technology, DNA which is part of digital identity has also raised concerns about privacy and potential misuse by the law enforcement agency. There have been cases where the technology has been used without individuals' consent, or where it has led to false arrests or discrimination. Therefore, there are ongoing debates about the ethical and legal implications of this type of technology and the need for regulation to protect individual rights and privacy

DNA identification is also a type of digital identity that uses a person's unique genetic code to authenticate their identity. DNA identification works by analyzing specific regions of an individual's DNA to create a unique DNA profile in the National database. This profile can then be compared to DNA samples from other individuals to determine if they are related or if they match.

DNA identification is used for various purposes, such as criminal investigations, paternity testing, and medical research. It can help solve crimes and identify suspects based on DNA evidence left at crime scenes. It can also help determine relationships between individuals or identify potential genetic risks for hereditary diseases.

Despite these concerns, the digital identity project has the potential to transform the way that government services are accessed and delivered in Namibia. With a unique digital identity, citizens will be able to access services more easily and securely. The project could also help to stimulate the development of Namibia's digital economy, creating new opportunities for economic growth and job creation.
